Although some people may be unhappy about their name I don't think it should be easily changeable. The idea about having a price is good. I also think that for a price (considerable) you should be able to change your character's appearance to a certain extent, say hair type, colour, skin colour and possibly facial features. A sex change I think is too far.
Tip: When a player creates their character they should put some thought into it, rather than rushing in and then realising they don't like it.

One word, Good-for-scammers.
Scammers will scam you and had a name change. A fee? They can easily pay it using your money that scammed from you.
Change hair and face styles is what ArenaNet considering right now.

I disagree with both name changing and changing appearances.
If you make it too cheap, people will abuse it to get away with things or harass people.
If you make it too expensive, people will complain that only "rich people" get this right.
Just don't do it! I do NOT want to have to keep a list of aliases for all my friends!
I understand for people who have been harassed and have a BIG target painted on their arse, but otherwise, you should just think about your name before you make the character.
If you f***ed the name up, that's your fault. It'll show more of yourself. (which most are afraid of)
Only way I can see to change your name without extreme abuse is to have a time-cap on name changing to which you may only change your name every 24 hours. If you were to USE this every 24 hours, it will extend to 48, then 96, then 192, and just completely removing it. OR! You can make Name changing a Cross-Class skill that you have to use out-of-town (but you can still get from Ascalon) that has a recast of 3 days of PLAYED time, not WAITED time. 72 hours.
So only those NEEDING this can really use it.
EDIT:And it'll save the servers from a hell load of hammering and keeping up with ladders.

What Evil Chyros said, scammers= bad. You should really think hard about your characters name before giving it a name. Why would I name my char "nub dont hurt me" just to later decide in the game (when he's lvl 18) that that wasn't such a good name after all. Names give your character it's uniqueness more than any other aspect in the game. Therefore, you should treat it as that.

As mentioned, scammers, and that one should put some thought into their characters. Use that grey matter a bit more, eh?

Wait, you like the idea of changing your name, but changing appearances you don't like? Is there a reasonable explanation as to why you would like to change your name but not your hair color, style, skin tone, etc? I can see if you mean being able to change their entire face, that falls in the category of my previous post, think hard before choosing your name (as well as height and face).

another reason would be fame copycats...
what if someone takes some "famous" guys name and copies there cape design 4 design and creates a bad name for them and get LOTS of money?

but a time cap is definitely necessary, I would say only 1 name change allowed every 3 months. I'm serious.

well dont just put /signed!
say
/part-sign
My demands are... blahblahblah...
Otherwise it'll just be skipped past.
EDIT:
Not to mention... 3 months is too much time... 72 hours of gameplay is a hell load and I think that's better than 3 gameplay/gameplayless months.

i dont remember a Part-vote on a ballot before...
I barely indicated a necessity, it can be ignored and I'd still put /sign on it.

So what you are saying is that you wouldn't mind if you could change your name at any time or place doing whatever the hell to RUIN guild wars?
hmm?
EDIT:ONE way to make this work: Security Numbers on each person
Example: ICQ numbers
